Our Strategic Planning Process

The Milwaukee Public Schools Strategic Plan follows the Baldrige Excellence Framework. 

The Organizational Profile in the Baldrige Excellence Framework is a narrative that answers the following questions: 

  • Who are we? 
  • What do we do? 
  • How do we operate? 
  • How do we measure results? 
  • Identify gaps and focus on key performance requirements and results 

The organizational profile is a recommended starting point for a self-assessment. We are able to see if there is conflicting, little or no information available to the team.  This analysis helps with action planning.  The organizational profile was compiled from data and input gathered across the district. 

Organizational Profile 

After the team completed the organizational profile, we moved to the results sections of the framework.  We needed to determine what data we had, what it said, and what data was still missing. The data was collected in five areas: 

7.1 Student Learning and Process Results
7.2 Customer Results
7.3 Workforce Results
7.4 Leadership and Governance Results
7.5 Budgetary, Financial, Market and Strategy Results

The work on the organizational profile and results have helped us frame the questions that are part of the feedback surveys.  Input is being sought from students, staff, families and the community.
