Man working in communities in need

The Communities in Need (COIN) initiative is MPS’ workforce preference program targets the employment of District constituents on construction contracts based on federal census tract and free/reduced lunch eligibility criteria. Facilities and Maintenance Services contractors provide regular work opportunities for COIN workers under this program. COIN individuals are a mixture of both skilled and unskilled workers who have met MPS certification criteria. A database of workers is maintained by Contract Compliance Services. The annual COIN participation goal is 25 percent of total workforce hours on construction projects.
