Title IA is a federally funded program providing financial assistance to local educational agencies and schools with a high percentage of children from low income families to help ensure that all children meet state academic standards.

There are two types of Title IA programming across public schools; schoolwide and targeted assistance. Schoolwide programs are implemented in high-poverty schools following a year of planning. Title IA funds are used to upgrade the entire educational program of the school. Schools that have an enrollment of at least 40% of the students living in poverty may apply for Title I schoolwide status.
Targeted assistance programs provide supplementary instruction to children who are failing or most at risk of failing to meet the Common Core State Standards. Schools that have a minimum of 35% of the students living in poverty may implement a Title I targeted assistance program. Milwaukee Public Schools is responsible for serving all Milwaukee resident students eligible for Title IA services whether they attend a public or private school. Title IA services to students in a private school must be provided using the targeted assistance model.
